Minutes of a Meeting of Tickhill Town Council held at The Pavilion, Tithes Lane, Tickhill on Tuesday October 26th 2004

Borough Councillor’s Report
Mrs Bartlett had only Planning matters to report saying that (1) following the site visit to Tickhill Garage the Planning Committee had given conditional permission for the development to proceed (2) the Application for development of land adjacent to 24 Pinfold lane had been refused and (3) a site visit was proposed in connection with the proposed development at "The Dorchie" on Dadsley Road.
Police report
PC Coulson had sent apologies for his absence saying that he had no specific matters to report. The low level of reported crime continues.

Mrs Chambers declared an interest in the Bus Stop improvements proposals -
discussed under Agenda Item "Car Park" - because of her friendship with one of the
persons whose property was adjacent to one of the suggested bus stops.

4. Minutes
The previously distributed Minutes of the Meeting of 28th September 2004 were
agreed on the proposal of Cllr. Baldwin seconded by Cllr. Hoyle after adding the
Advisory Committee to those Committees on which Mrs Spencer is to serve and
noting the deletion of the Labour Party (who have not been represented for some
considerable time) from the list of participating organisations on the Advisory
Committee.
5. Matters Arising
All matters are covered under their respective Agenda items.
6. Finance
(a) The Minutes of the Finance Committee Meeting held on 19th October
incorporating the Financial Statement and reconciliation as at 30th September had
previously been circulated and were accepted.

Please see appendix to these Minutes.
(c) Audited Accounts for the year ended 31st March 2004.
The Annual Return incorporating the Auditor’s Comments was considered by
the Council, accepted and approved and the comments made by the Finance
Committee noted. All the matters raised by the Auditors have been or are being
dealt with and will be minuted when complete.
On the proposal of Cllr. Hill seconded by Cllr. Hoyle it was formally agreed that
Minutes relating to Accounts for Payment, Planning and Correspondence will
continue to appear as an Appendix to the main body of minutes (with suitable
cross references) whilst the Minutes of each Meeting will start numbering at 1.
The comments of the Internal Auditor were also noted and considered but only
those relating to Insurance Values, Inventory and Risk Assessment are to be
taken forward.
7. Reports from Committees/Representatives
(a) Pavilion and Sports Management
Remedial and other work at the new children’s play is now being addressed but
weather conditions and school holidays are delaying completion. The matter of
compensation for lost football income is still being pursued.
(b) Planning
(1) The Minutes of the meetings on the 28th September and 19th October had
previously been circulated and were accepted.
(2) Please see appendix for Applications considered at this Meeting.
(c) Finningley Airport Consultative Group
Mr Higgins attended a meeting last month but the recently distributed newsletter
and leaflet detailed all the information available. It seems that this Group will
now be disbanded and only some local parishes are likely to be represented on
the new statutory Airport Consultation Group.
(d) South Yorkshire Local Councils Association
The Meeting which should have been held in Barnsley earlier this month did not
take place.
8. Car Park
Minutes of the meeting with DMBC officials held on the 6th October had been
distributed together with the map promised by DMBC showing existing parking
regulations. Coincidentally we have been approached by South Yorkshire Passenger
Transport Executive about proposed "bus stop improvements". It is felt that these
two associated subjects should be discussed in detail at a further meeting of the Car
Park committee to be held on 10th November before formulating a considered
response to both DMBC and SYPTE.
DMBC Education Department have advised us that because the school has plans for
the land alongside St. Mary’s Road it is not available for lease.
9. Youth Services
The number of attendees at the Youth Club is building up after a slow start.

10. Environment
Still no response from DMBC about the wildlife site at High Common Lane and
the Planning Department will be chased again.
The Mill Dam Improvement Group has submitted a final report upon completion of its
project and it is appropriate that a maintenance programme for the Mill Field is agreed
following a site visit.
11. Traffic
DMBC were not prepared to talk about general traffic problems when attending the
"Car Park" meeting earlier this month. Meanwhile Cllrs. Rigley and Hill expressed
concern from personal experiences and those of other road users and pedestrians
about the dangers created by drivers of vehicles proceeding on the wrong side of the
road - particularly along Sunderland Street and at Tickhill Spital. It was agreed that a
letter be sent to DMBC Highways about this matter and seeking some action.
It was also suggested that a letter be sent to DMBC recommending that the approach
to the "roundabout at Woodfield Plantation" be made into two lanes with the right
hand lane reserved for right-turners in order to speed the traffic flow through the
junction.

The Minutes of the latest meeting have been received and were accepted.

15. Date of Next Meeting
Monthly Meeting Tuesday 23rd November 2004 at The Pavilion Tithes Lane,
Tickhill at 7.00pm.
It was agreed that the December Meeting would be held on 14th December followed
by the usual reception and presentation of the trophy to the winner of the Best
Dressed Christmas Window "competition".

Minutes of a Meeting of the Advisory Committee of Tickhill Town Council held at The Pavilion, Tithes Lane, Tickhill on Tuesday November 2nd 2004

The Chair welcomed Mr Green as the new representative of the Horticultural Society, Mr Welch of the Tickhill and District Historical Society and Mr Elderkin of Tickhill Lawn Tennis Club.
Before the start of the meeting Ms Abby Wilson, the PR, Marketing and Education officer of the Community West Recycling Partnership gave a presentation about the proposed new kerbside recycling service which is shortly to be introduced in Tickhill and other towns/villages in the DMBC "West" area. In fact, due to logistic problems, the start of the service has had to be postponed until early in 2005 (January -February).
Ms Wilson answered many questions about the service and how it would impact on elderly and vulnerable people, those in not easily identifiable and accessible houses and also the environment, indicating that similar schemes already introduced in other parts of the Borough were proving successful. A general willingness to co-operate was evident and, although it was felt almost certain there will be teething problems at the introductory stage of this weekly service, Ms Wilson is sure they will quickly be overcome. Full details of the service will be provided when the receptacles are distributed shortly before the service starts.
Ms Wilson was thanked for her attendance, the information given and her co-operation in answering the many questions raised..

The Minutes of the Meeting held on 7th September 2004 and previously distributed
were unanimously agreed.
3. Matters Arising
Mrs Chambers reported that attendance at the Youth Club had been very disappointing
despite the efforts of the Youth Workers and their earlier Outreach work. Ms Martin
had indicated that if the response did not improve the service would be withdrawn
although the Outreach work would continue.
The road sign at Alderson Drive has been reinstated but that at The Paddock has not.
Because of the death of the PCC Secretary the Town Council are unlikely to receive an
early formal response to their queries about the Parish Room.
Mrs Hill asked if matters arising from the previous Meeting could be itemised (as far as
possible) on future Agendas under this heading.

4. Community First/Community Forum
No representative was present but it was reported that the Community Wardens had
been withdrawn from full time attendance at Tickhill. Subsequent enquiries revealed
that due to the absence on sick leave of Mr Powell and a similar situation at Cantley
our remaining Warden, Mrs Beedham, together with the remaining Cantley Warden
is temporarily covering both areas. A service is still being provided in Tickhill but not
on a full time basis until the return of Mr Powell. Meanwhile the Warden Service can
be requested when needed by telephoning Community First or Mrs Beedham on
07795128026. Mr Hoare indicated that they had been invited to attend the TRA
Open Meeting on the 12th of this month.
5. Road Safety/Traffic/Highways
The Clerk advised that the Town Council Car Park Committee had met with DMBC
Highways officials and had preliminary discussions about all matters relating to the Car
Park and parking in the town. The Committee are to meet again next week to
deliberate further whilst also taking into consideration proposals by South Yorkshire
Passenger Transport Executive for changes to bus stops and their facilities in Tickhill.
Meanwhile DMBC Education Dept. have indicated that St. Mary’s School have plans
to develop their grounds adjacent to St. Mary’s Road which preclude the land being
used for additional public car parking - as suggested by a number of parties.
Copies of the new Taxibus Timetable were distributed and members advised about
the withdrawal of the unused evening service to the Dome.
Mr Thomas advised that the road sign at Greystone Lane has been knocked over and
needs repairing.
6. Environment
Mrs Hill asked that the Council again take up with either or both DMBC and Severn
Trent Water the water problem on Lindrick Lane which has not been fully addressed -
the French Drain installed by DMBC only providing modest relief. With the onset of
winter the previously experienced freezing of overflowing water is, once again, likely
to pose severe problems to residents and motorists.
The state of the Recreation Ground appears to be gradually improving as DMBC
continue their efforts to remedy the flooding problem.- although it is accepted that
there has always been a minor problem in the area presently most affected.
The painting of the railings at the Children’s Play Area has commenced and the gate
installed at the gap in the fence to the kick-about area. DMBC advise that a tarmac
path to the area is to be installed in due course.
The matter of access to Tickhill Castle was again raised and Mr Mottram said he
would speak again with the Duchy’s Agents about this matter - particularly as it
is understood that public money is being used to finance the recent improvements.
The old, formerly gas-lit, lamps are in fact situated on Lindrick.
The Clerk advised that enquiries were being made of certain members about the
ownership of land either side of parts of some of the lanes involved in the Lane
Claiming Exercise and also said that he now had a full list of the lanes involved.
Details of the new arrangements for the opening up of Bawtry Forest, Sawnay Hill and
Swinnow Woods to the public were distributed.

7. Planning
In view of the large number of Planning Applications now being regularly received,
members views had been sought about the practicalities of considering them at
Advisory Committee meetings. Even though these meetings usually follow shortly after
the monthly Council Meeting there could occasionally be many plans awaiting
consideration by the Town Council. Mr Hoare suggested and it was agreed that the
best method would be to make the plans available from 7.00pm on the night of the
meeting thereby enabling members to see them and make comments to the Planning
Committee where appropriate.
The suggestion that DMBC be requested for copies of all amendments to plans in
order that comment might be made was considered by the Town Council and
considered unworkable. Most of the amendments are agreed on site with
Planning/Building Control Officers (to whom the power has been delegated) as work
progresses. Where the Council does received amended plans for consideration these
are invariably in response to the Planning Officer’s comments before Planning
Permission is granted.
8. Members items
Mr Elderkin’s request for additional fencing of the all weather area was referred to the
Town Council’s Pavilion and Sports Management Committee.
Mr Hoare said that all Councillors as well as Community First and the Police had been
invited to the Tickhill Resident’s Association Open Forum to be held on Friday 12th
November at The Pavilion and that the Practice Manager at the Doctor’s Surgery had
been invited and would attend their subsequent meeting scheduled for Friday 10th
December, again at The Pavilion.

Appeal (to both refusals) is to be held by informal hearing scheduled for 19th April 2005.
After (subsequent) clarification of position with DMBC about commenting on the second application which was not received by Tickhill Town Council for comment, the Council formally confirmed their objection to the second proposal to the Planning Inspectorate.

DMBC advise that investigations are still ongoing.
Food sales at Torne Valley retail outlet.
It was agreed that the enforcement action be sought of DMBC regarding the sale of hot food/sandwiches etc. at the Torne Valley premises on Bawtry Road.

1. Apologies and Declarations of Interest:
All Councillors were present and there were no declarations of Interest.
2. Minutes
The Minutes of the meeting held on 6th October had previously been distributed
and had been accepted at the subsequent Council meeting.
3. Matters arising
DMBC Education Department had advised that St. Mary’s School had plans to
develop their land adjacent to St. Mary’s Road and it was unavailable for lease or
sale for use as an additional car park - such use having been suggested by a number
of townspeople. Those who had written to the Council about this had been advised.
4. Off-Street Car Parking in Tickhill
With no apparent additional land for parking a discussion ensued about improving
the existing facilities. Whilst some minor repairs are necessary to the asphalt
surfacing some additional benefit could arise from a formal parking arrangement on
the gravelled area (acknowledging that this is already regularly used in a haphazard
fashion). Two extra spaces could also be provided by removal of the paper and
bottle banks. It was therefore agreed that quotations be sought for asphalting the
gravelled area.
It was also agreed that no further action would be taken - at least for the time being
- to repair or re-instate the barrier.
As a separate issue the recent unauthorised parking of a skip on the car park has
caused problems. The owners of properties with rights of access across the car
park have adequate space on their property for such purposes and have been so
advised.
5. On-Street Car parking in Tickhill
Copies of the recent map provided by DMBC clearly showing the existing on-street
parking regulations had been distributed and was discussed. The proposed removal
of the bus stop outside the Parish Room and other suggested bus stop arrangements
were also taken into consideration. It was accepted that unless regulations are
enforced there is unlikely to be much change in motorists attitudes to parking no
matter what new rules are introduced. However responsibility for enforcement will
transfer to the Local Authority next year and it is hoped that this will bring some
benefit. As a practical measure it was therefore decided to request DMBC to
introduce a clearly marked standard 2 hours maximum stay on all the regulated
parking areas and review with us the present "no parking/waiting" road markings to
make the best use of the available space.

6. Traffic flow at the Buttercross and associated parking
The proposed re-siting of the existing (Eastbound) bus stop should alleviate some
of the problems experienced in this area and Cllr. Higgins suggested a new road
layout which he felt would assist Westbound traffic whilst providing a suitable site
for a bus shelter. This would require a co-ordinated scheme involving DMBC
Highways and SYPTE and it will be proposed to them. There was no support for a
suggestion that a roundabout be created around the Buttercross.
7. Date of next Meeting
This will be arranged when we receive a response to our proposals from DMBC.
